OBJECTIVES AND MANDATE

Under the sustainability development vision of United Nations in meeting common global challenges and opportunities, ULC works to strengthen and improve the United Nations objectives. We achieve this with the international cooperation of people who shares a global mindset and support concept of global citizenship. At present, the ULC is based in various member countries through its headquarter agreements, a unique forum permitting governments of the democracies to study and formulate the best policies possible in all education, economic and social spheres.

With the mandate, ULC was incepted with promoting policies designed to achieve the highest sustainable economic growth and human resource capital and raising standard of living in member countries, alongwith maintaining financial stability and contribute toward development of the world economy.

It also contribute to sound economic expansion in member and non-member countries in the process of human resources development; and contribute to the expansion of world trade on a multilateral, non-discriminatory basis in accordance with international obligations.

The ULC differs from other inter-governmental organizations in three aspects: As it has neither supra-national legal powers, nor financial resources for loans or subsidies. Its sole function is to establish direct co-operation among the governments of its member countries. At ULC, international co-operation means co-operation among nations essentially on domestic policies where these interact with those of other countries, in particular through trade and investment. Co-operation usually means that member countries seek to adapt their domestic policies to minimize conflict with other countries. Governments frequently seek to learn from each others’ experience with specific domestic policies before they adopt their own courses of action, whether legislative or administrative. By focusing the expertise of various ULC Directorates and of various member government departments on specific issues, ULC approach benefits in particular from a multidisciplinary dimension.

The organization deals with macro-economics and specific or sectoral issues. Experience shows that the fields in which ULC serves as a intermidiate for international discussions, there seems rapid growth and international interdependence, which increasing cooperation among nations numerously. Through globalization of the world economy national borders are in part getting lose their economic meaning. The policies of individual countries are more affected and constrained by the interaction of domestic policies of one nation to another. Many policies which had international impact on trade and investments, have creating conflicts among countries. ULC offers a forum for its members to discuss and study such developments and to develop collaborative and co-operative approaches to the management of their economies.
